The UK government is moving forward with regulatory changes that would permit certain solar panel systems without batteries to be plugged directly into standard household sockets.

The Electrical Contractors’ Association (ECA) backs the plan to amend the 1994 Plugs and Sockets etc. (Safety) Regulations, along with the Plug-in Solar Device Interim Product Specification, to expand access to plug-in solar technology for homes across the country. However, the group is calling on officials to prioritize safety over haste in the rollout.

ECA deputy technical director Gary Parker stressed that the government must not favor speed at the expense of safety. The industry body warned that the approach will deliver benefits only if regulations are robust, products are reliable, and consumers fully grasp the risks associated with do-it-yourself installations.

The government first signaled interest in exploring plug-in solar as part of its UK Solar Roadmap published in June 2025 and accelerated the process amid concerns over potential energy shortages. In early June, it opened a consultation on measures to enable sales of the technology in the UK, drawing interest from major retailers including Amazon, B&Q, Currys, and Lidl.

Under the proposed updates, qualifying solar systems without batteries could connect to ordinary outlets provided they satisfy specified safety criteria. The ECA joined Electrical Safety First, the Institution of Engineering and Technology, NICEIC, and SELECT in submitting a joint response to the consultation, pressing for a strong and enforceable UK standard to prevent issues such as varying product quality, ambiguous compliance rules, and unsafe imports.

Parker later noted that properly implemented plug-in solar could broaden participation in the clean energy shift, but poor execution might erode public trust and introduce unnecessary safety hazards. He urged authorities to collaborate with electrical specialists ahead of any large-scale introduction.

The plug-in solar units expected to reach the UK market this year are limited to a maximum output of 800W. Marketed as a quick and lower-cost option compared with traditional rooftop photovoltaic arrays, the systems do not require professional installation and could suit households lacking rooftop access, such as residents of apartment buildings, or those unable to cover the initial costs of larger setups.

Despite these advantages, the electrical industry highlighted that grid capacity limitations will also affect plug-in solar. Operators have long recommended notifying local distribution network operators about new domestic generation and demand sources, including rooftop solar and electric vehicle chargers, due to their combined impact on local network stability.

Normalizing plug-in solar as an unregulated consumer product without notification requirements could diminish oversight of cumulative effects at a time when the electricity grid faces risks of instability. The groups cautioned against dismissing the technology’s grid implications simply because individual units are small.
