Samsung C&T submits 1,000MWh solar-plus-storage project in New South Wales to Australia's EPBC Act

Samsung C&T Renewable Energy Australia has referred its proposed Boro solar-and-storage development in New South Wales under Australia's Environment Protection and Biodiversity Conservation (EPBC) Act. The planned project will provide 1,000MWh of energy storage capacity.

The development will pair a 150MW solar photovoltaic facility with a battery energy storage system rated at 250MW/1,000MWh, capable of delivering electricity continuously for four hours.

Samsung C&T Renewable Energy Australia operates as the Australian development subsidiary of Samsung C&T Corporation, the construction and trading business of the South Korean conglomerate.

The proposed facility would occupy a 410-hectare site located around 40km south of Goulburn and roughly 200km south-west of Sydney. The land spans areas administered by both Goulburn Mulwaree Council and Queanbeyan-Palerang Regional Council.

Construction activities are expected to affect about 266 hectares of the site, while the remaining land will either be preserved or allocated for site access and supporting infrastructure.

The solar farm will feature photovoltaic modules installed on single-axis tracking structures. These will be linked by underground cabling to a central substation, where electricity will be stepped up to 330kV before being exported through a nearby Transgrid 330kV overhead transmission line situated south of the project site.

Because the proposal is designated as State Significant Development under the New South Wales Environmental Planning and Assessment Act, the EPBC referral process is being undertaken at the same time as a separate planning assessment by the New South Wales state government.

Ecological investigations carried out during 2024 and 2025 found no species listed under the EPBC Act within the project area. Based on those survey results, the referral concludes that the development is not expected to directly or indirectly impact any Matters of National Environmental Significance.

According to Samsung C&T's referral documents, the company currently has at least five development projects at different stages across New South Wales, together with two projects in Victoria and another two in Queensland that are either under active development or undergoing technical assessment.

The capital investment for the Boro project is estimated to exceed AU$30 million (US$21 million). However, the referral documentation does not disclose the project's total estimated cost.

The Boro proposal represents the latest in a series of EPBC referrals that Samsung C&T Renewable Energy Australia has lodged in quick succession across several Australian states.

Earlier this month, the company referred the 150MW/600MWh Comet Park battery energy storage system near Leeton in the Riverina region of New South Wales for EPBC consideration. The standalone battery project is planned to connect to the existing Yanco Substation and is also progressing simultaneously through the New South Wales State Significant Development approval process.

In October 2025, Samsung C&T unveiled plans for the 200MW Block BESS near Townsville, Queensland. The project consists of a modular battery installation incorporating 192 battery units arranged in a grid layout beside the Ross River Substation, with operational plans extending through to 2059.

All 1,038 Wärtsilä Quantum battery units have now been delivered and installed at the 1.4GWh Wooreen BESS project in Victoria, Australia.
