While China's push to modernize sparked a surge in burning coal, India is turning to increasingly cheap solar to meet its booming energy needs. Though it faces big hurdles, including a rickety grid, India's solar buildout could soon be a model for other emerging economies.
India is undergoing a rapid solar energy expansion to power its economic development, presenting an alternative model to the coal-heavy industrialization previously pursued by China and Western nations. The country's solar capacity exceeded 150 gigawatts in March following consistent annual growth rates of 40 percent, and total capacity is projected to double by 2030. According to International Energy Agency projections, solar installations will account for roughly half of India's anticipated electricity growth through 2030, with additional low-carbon infrastructure contributing another 25 percent.
A central piece of this expansion is the Khavda solar park, located in the Rann of Kutch near the border with Pakistan. Operated by the Adani Group, India's largest private power producer, the facility had 9.4 gigawatts of installed capacity as of April and is designed to reach 30 gigawatts by 2029 across 280 square miles using nearly 60 million panels. The project incorporates robotic dry-cleaning for maintenance and includes complementary coastal wind turbines to assist with nighttime power generation. Development of the site involved a clearance process that waived standard 6-mile border construction restrictions prior to Adani acquiring control of the land.
Despite the growth in generation assets, infrastructural limits hamper current utilization. Solar accounted for 28 percent of India's total installed generating capacity last year but delivered only 9.4 percent of supplied electricity, largely due to grid constraints that resulted in nearly 40 percent of solar output failing to reach end users. Transmission buildout typically takes up to five years compared to 18 to 24 months for solar plant installation. To address the gap, the Ministry of New and Renewable Energy plans to spend over $100 billion to expand national transmission lines by 29 percent by 2032 via dedicated Green Energy Corridors.
Storage infrastructure presents an additional operational challenge for meeting off-peak and seasonal demand. India is expanding pumped hydro storage, including a 1.4-gigawatt initiative at the Gandhi Sagar reservoir scheduled to begin operations later this year and a 3-gigawatt site near Mumbai planned for 2030. The Central Electricity Authority has identified 120 prospective pumped storage locations with a collective capacity of 180 gigawatts. Concurrently, falling global prices for lithium-ion technology—down 58 percent since 2023—have prompted mandates requiring new solar farms to include integrated battery systems, such as a large-scale project currently being deployed by Adani at Khavda.
Supply chain reliance and spatial requirements remain key considerations for the sector. India depends on China for raw silicon materials used in photovoltaic cells as well as 75 percent of its imported lithium-ion batteries. Land scarcity has also driven localized conflicts over agricultural Displacement, though some operations utilize agrivoltaic designs or unpopulated salt flats. Environmentalists have noted that remote developments like Khavda sit adjacent to wildlife sanctuaries supporting threatened species and migratory bird corridors.
Fossil fuels continue to form the foundation of India's energy grid, with coal generating approximately 70 percent of total electricity and placing the country third globally in overall carbon dioxide emissions. However, government targets to double coal output have been set aside, and the International Energy Agency projects coal's share of the domestic energy mix will fall below 50 percent by 2035. Industrial sectors like steel production retain heavy coal dependence to support plans to double output over the next decade. Conversely, transport electrification has progressed rapidly, with 42,000 miles of broad-gauge railway lines largely electrified and electric models accounting for 60 percent of motorized three-wheeler sales.
